Bungee Spring - One or Two?

Drawing no. 12263 has me somewhat confused. In the drawing, there are two bungee springs p/n 10940-2. The note, however, may be understood as if there is only supposed to be the upper spring if one uses the standard PA-18 tail surfaces. If one has the small tail, however, there is supposed to be two springs.

Does anyone know which cable units and spring combination to use on a PA-12 with the large PA-18 tail surfaces and 150HP??
