I have pod serial # 1 made by Bill Firmin. It came without a top and has worked fine. Don't worry about a small access hole in the top. it was his first PA 12 pod.
That method was hard to put on and didn't work well with my new small pup. I got one of the padded neck braces which velcros around a human neck. I wrap it around and close the Velcro and she keeps it on. It does reduce the cockpit noise significantly.

It sort of depends on the PA-12... Many have cub gear, cub tailfeathers, cub flaps, cub gas gauges, cub trim wires, same Borer prop, same big tires, same engine, the wings are almost identical, and mine even has an N # ending in N like the 'cubs"...

Any play in the tail wheel mechanism will show up more with a larger tail wheel. I would check it all over for the possibility of a need for some new parts. I think that will be the bigger factor on the 'play' which you are experiencing.
