MARKETING STATEMENT:
This position is that of a Wildlife Service Pilot (fixed-wing), Wildlife Services (WS) Program, US Department of Agriculture, Animal and Plant Health Inspection Service (APHIS). The primary purpose of this position is concerned with the pilot duties and responsibilities in support of WS operations to protect resources and human interests from wildlife damage.

APHIS is an emergency response agency. This means that all Agency employees may be asked or assigned to participate in rotating temporary duty assignments to support emergency programs at some time during their career with APHIS. It is difficult to predict the frequency with which such emergency situations may occur – and could range from several emergencies in a year to none over the course of many years. In the event that you are called upon to support an emergency program, this may require irregular working hours, including overtime, and may include duties other than those specified in your official position description. While some emergency program support assignments may be able to be performed at the employee’s current duty station, in other cases employees may be asked to go on-site to a temporary duty station location. In addition, it may be necessary for employees to participate in multiple rotations to an emergency program assignment. Attempts to keep disruption to the employees to a minimum will be made.
Major Duties:
The duties may include, but are not limited to:
· Pilots a fixed-wing airplane with gunner or observer on board for the purpose of locating and/or shooting predatory animals and feral swine or aiding ground crews in providing such assistance in other situations requiring aerial surveys, census, etc.
· Ensures scheduling and completion of routine and non-routine maintenance and airworthiness of aircraft placed under their responsibility in accordance with APHIS Aviation Operations manual.
· Receives recurrent flight training and provides training and instruction to other WS personnel in the proper procedures and techniques of shooting from aircraft, safety aspects, and program policies regarding aircraft operations.
· Conducts safety evaluations of personnel participating in aerial activities and on aircraft used in WS operations.
· Performs other duties as assigned by the State Director.
Degree of Hazard:
Assignments involve flying aircraft over unfavorable terrain. A very high degree of skill is required because of flight procedures, maneuvering and environmental factors. The incumbent must be able to navigate visually to mission area in remote areas by use of terrain features rather than standard or typical navigations equipment. The incumbent must have the ability to maintain visual contact with target animals while avoiding ground structures or terrain features. The incumbent is required to fly very precise patterns, close to the surface and at slow air speeds. Assignments or mission requirements may be further complicated by performance of a number of tasks requiring precise timing and execution. Other situations typical of this position, such as firearm usage, may result from constant diversions or division of attention from flying the aircraft and require immediate response on the part of the pilot to take immediate corrective action to avert an incident. Typical missions are flown during daylight hours under visual conditions with extreme variances of temperature, wind conditions, high density altitudes, and over unfavorable terrain, e.g., mountains, forest, or deserts with responsibility for operating from confined or isolated areas.

Qualifications:
To qualify, you MUST meet all minimum qualification requirements, except Medical Requirements, by the closing date of the announcement. Medical Requirements must be met before reporting for duty.

MINIMUM ELIGIBILITY REQUIREMENTS
Minimum eligibility requirements for positions in this occupation are based on possession of the appropriate Federal Aviation Administration (FAA) pilot certificates and/or appropriate military ratings, meeting the applicable flight hour requirements, and possession of the knowledge and skills required for the position.

Certificates and Ratings: Candidates must possess a current Commercial Pilot Certificate or the appropriate military rating. An Instrument Rating or the military equivalent rating is also required. The pilot certificate must include the rating(s) appropriate to the work of the position to be filled.

Note: Candidates establishing eligibility based on military flight experience must provide official orders, forms, or logbooks showing their status as a rated military pilot, flight instructor, or flight examiner, as appropriate. Other certificates that meet or exceed the requirements of the Commercial Pilot Certificate are also acceptable, e.g., an Airline Transport Pilot Certificate.

Flight Experience: Candidates must demonstrate possession of the knowledge and skills required for the work by meeting certain minimum flight hour requirements, including recent flight experience. The categories in which candidates are required to demonstrate proficiency relate to (1) the general knowledge and skills to pilot the aircraft, and (2) the specific knowledge and skills related to the particular position being filled. Only that flight experience that is directly related to the work of the position is required for purposes of establishing minimum eligibility.

MINIMUM FLIGHT HOUR OPM REQUIREMENTS (applies to all applicants)
.
1. Total Flight Time – 1500 hours. Flight time as pilot-in-command or copilot in aircraft of any weight or category is creditable for this requirement.
2. Pilot-In Command – 250 hours. Only flight hours acquired as pilot-in-command are creditable.
3. Night Flying – 75 hours.
4. Flying Time Last 12 months – 100 hours.

Additional Pilot Requirements – In addition to meeting OPM requirements, all pilots (WS & Contract) involved operations below 500 feet above ground level (AGL) are required to meet additional WS special experience requirements for the following missions:

1. Aerial wildlife damage management operations
2. Aerial animal capture and tagging
3. Oral rabies vaccination distribution
4. Aerial survey, sensing/telemetry, and photography (at or below 500’ AGL)
5. Livestock search and rescue/emergency response (at or below 500’ AGL)

[FONT=&quot]The following Selective Placement Factor (SPF) requirement is being used to determine whether an applicant fully qualifies for this position. Fixed Wing: (Minimum Requirements for the 5 missions listed previously)

• 1,200 hours PIC in Single Engine Land (SEL) airplane;
• 200 hours PIC time in the preceding 12 months, including 50 hours in the preceding 6 months of low-level flight over hazardous or mountainous terrain, and operations conducted from unimproved airstrips/helipads at high-density altitudes, in the area of applicable operations;
• 100 hours PIC in the make and model of aircraft or similar type, to be used on WS missions;
• 250 hours experience as PIC for wildlife damage management operations; or
• 500 hours experience in agriculture application operations or similar WS type flying experience.
MEDICAL REQUIREMENT
At the time of initial appointment, candidates for all pilot positions must possess a current first or second-class medical certificate in accordance with FAA regulations.

Supervisory Controls:

General supervision of the WS aerial program is provided by the State Director. Major decisions concerning aircraft management will be made by the State Director. Actual aerial operations are coordinated by the District Supervisor and/or designated ground crew member. The incumbent has considerable latitude in exercising independent judgment in terms of airplane operations and procedures. The State Director will provide direct supervision of the incumbent and will establish overall state program objectives and policies for the incumbent. The incumbent will receive technical guidance from the Aviation Training Operations Center Manager and the Aviation Safety Officer for the WS Flight Training Program and will be in compliance with Aviation Operations and Safety requirements.
ARE THERE SPECIAL CONDITIONS OR REQUIREMENTS?
* U.S. Citizenship.
* Males born after 12/31/59 must be registered with the Selective Service.
* DD Form 214 (Member 4 copy) or other veterans’ documents required to receive veterans’ preference.
* After successfully passing the initial screening, the New Hire pilot enters the WS New Hire/Contractor Pilot training program. The New Hire/Contractor Fixed Wing Pilot Training Program consists of a minimum 40 hours flight time, and 80 hours ground instruction specific to WS fixed wing aerial operations. Fixed-wing training shall be conducted at the WS Aviation Training and Operations Center.
* As a condition of employment, appropriate security clearance is required for this position.
* Position is subject to random and applicant drug testing.
* Must qualify in the use of firearms after appointment and may be required to carry and use firearms in the performance of the duties of this position.
* Required to fly very precise patterns close to the surface (ground level to 200 feet) at slow speeds (60 knots or less).
* Typical missions are flown during daylight hours under visual conditions with extreme variances of temperature, wind conditions, high density altitudes, and over unfavorable terrain (e.g. mountains, forest or desserts).
* Must be able to become certified by Wildlife Services for Predator Damage Management flights.
* You must have a valid State Motor vehicle license within 30 Days of hire.
* Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty to this position will be the responsibility of the selected employee.

That's funny, you're the first person I thought about when I read this.
 
I talked with Mike Yeary this morning and all of the openings are legitimate. This is quite an opportunity for a young pilot that meets the requirements stated in the position description, especially with a farm or ranch background. I got on board with this program shortly after getting out of Vietnam and had a great career flying a cub and hunting. It just doesn't get any better than that. I tell people I never worked a day when I was flying 500-750 hours a year in the cub. So you young guys, take a look at this opportunity. Larry v.

Its been that way for a while, there was APHIS openings in the late 1980's for black bird hazing duties in my part of the country.

Can’t quit my day job, we’re havin too much fun shootin pigs. Got 119 yesterday out of the Blackhawk, and I got to fly it back home. I didn’t take a breath for 30 minutes after takeoff. It was a hoot.

Its been that way for a while, there was APHIS openings in the late 1980's for black bird hazing duties in my part of the country.

The instrument rating is a boilerplate GS 2181 series requirement, wasn’t out in there by APHIS.

The best low level and unusual attitude insurance is aerobatic and upset training. Plus same to the extent allowed in the make and model flown. I had some of both but never was enough. Flying in clouds and Commercial knowledge is good, but when the Earth fills the view actions count.

It doesn't say what planes they use. Is it safe to assume that they fly Supercubs?
If we are talking fixed wing, I'm going to assume Supercubs are used, at one time they tried Aviat Huskys.
The accident reports for about the last 8 years all appear to be all PA-18
