Pa-12 with PA-22 tail feathers

Anyone know the dimensions of the PA-20/22 tail feathers? I have a PA-12 with what I thought were SC tail feathers. I was getting ready to install VG'S and the measurements do not add up.

There is a 6" difference in the width of a Pacer/Tri-Pacer elevator and a balanced Super Cub elevator.

SC elevators are about 18.5 (widest part front to back) X 60 length. Have seen factory surfaces vary 1/2 to 3/4 of an inch either way.
