J3 Rudder Hinge Tubing

I have a friend with a J3 Cub that had an issue discovered at the last annual. A crack was discovered in the lowermost rudder hinge. It is the steel tubing that the bushing is pressed into that was cracked. As it turns out, it was more than a simple crack and with very little probing the back half of the tube came off and the bushing could just be lifted out with your fingers. Clearly the piece of tube for that hinge needed to be replaced.

We have a very experienced A&P/IA who is an excellent welder willing to do the work, and I'm trying to source the parts. I found the bushings at Univair and need to source tubing material. I'm having trouble confirming dimensions on the material, though (measurements on the old tubing are inexact because of paint buildup on the tubes). What I _think_ the material should be is 4130 with an OD of 7/16, an ID of 0.368, with a wall thickness of 0.35. I can get this at Spruce for $20, but don't want to order that to just find out it isn't quite right.

Can someone confirm the dimensions for me? I've been searching the net high and low and can't seem to find it, much to my surprise. Thanks!
 
Bushing is part number 80022-21 1/2" OD x .371/.374" ID x .750" long tube.
There is a shim between the rudder post and the rudder hinge bushing part number 80042-16 which is 3/4" x 5/16" x.062" thick 1025 steel. It offsets the bushing from the rudder post so everything lines up and the clevis head has clearance. Don't ask my why I know about this shim. 8)
