Read the complete type certificate specifically page 4 note #6 and you will notice that the 1B90CM is an approved direct replacement for the 1A90 series props.

The 1A90 is approved for the 0-200 which means the 1B90 is also approved. The diameters approved are 71-75" with 38-72" of pitch. Max rpm is 2750. So the way I read it would mean that your 1B90CM 74-41 is approved for use on the 0-200 up to 2750rpm per the propeller typ certificate. The approval does not spec any pitch just max allowable rpm. That should be enough info by itself to allow a field approval.

MaCauley allows up to 10" of pitch change from the original setting so a 1B90 74-43 can be twisted to a 74-38 or a 74-48, but since it was originally built as a 74-43 that is what it is. Just like a J3 with all the PA18 mods, its still a J3 on paper.
