Cleveland wheels and brakes

I have the Cleveland 199-231000 kit on my 1957 PA-18A using Univar STC. KIt includes 40-84 wheels, 30-41B brakes, 075-2900 torque plate and 164-1900 brake disc with 3 bolts. I cannot use tires larger than 6 X 7.00, otherwise the tire rubs against the caliper housing. Is it possible to use a torque plate such as 075-12500 which is offset to the inside and a brake disc with a taller offset to provide clearance of larger tires?
 
Steve, appreciate the tread you provided. It did answer one question, that being brake disc 164-03300 provides 2 5/16" offset compared to my current brake disc of 164-01900 offset of 2", which is what I need. However, as my axle is not long enough to move the wheel out by an additional 5/16", I will need to move the brake assembly in by 5/16" Any suggestion? See photos attached. Thanks

Steve to clarify. The caliper will move 5/16" towards the plane with no need to relocate the cylinder. There is enough play in the caliper to move 5/16"? Please confirm. Thanks
