Jason - try 3M- 2" plastic tape, overlap two layers on the inner part of your cylinder cowl opening. it worked for my two champs and also comes off easier, also you can manufacture a light gauge aluminum lower belly cowl plate to close down the opening, which a champ has a large one, acts as a cowl flap. this is what the scout does with a ground adjustable cowl flap. not a approved mod, but it does work well, try close it about half of the opening. mine is a continental powered champ with no oil cooler.
