I'm installing a landing gear safety on my supercub. My IA wants to change the supplied bolts which have locknuts with castlelated nuts. Is this a good idea?

Look at the parts manual and install what is shown.

Your IA is technically correct, depending on which bolts you are talking about. Also, he is conforming to standard practice by installing a drilled bolt and castle nut in a component that is subject to rotation, depending on which bolt you're talking about.
