At KGMJ in Grove Oklahoma the coffee crowd has decided that is is best to pull up the first 8 tie down chains in front of the fuel pumps and FBO for transient traffic.
Now the FBO will have to tug planes down 2 hangars to tie up aircraft that are shuffled in and out. The airport does not have a tie down or ramp fee. Through the summer there is a student home from school that uses a spot and another aircraft that was left without a place to go when the city tore down a T Hangar.
Is this a common practice to regulate open parking spaces etc. Does the airport manager have the authority in this manner.
