It is a countersunk type close tolerance washer that allows the air filter dome to be securely attached to it's shaft to prevent the hole from being enlarged by vibration.

Interested. I have machined aluminum bushings, riveted reinforcements - it goes on. The 180 Cub eats domes.

I wound up cutting an additional 1/2" of threads on the rod, threaded a locknut and washer on first to back up the dome. Attached dome with lockout and washer. Hopefully this will keep vibration wear to a minimum.
