Leading edge of the flaps, as far forward as able without having them contact the flap cove when flaps retracted.
I had looked at putting them on the cove. I had considered ways to get them further forward on the flap. I did not tuft, it was all seat of the pants.
Before I had tried many variations, Jerry Burr informed me that he had found no improvements either. I let it drop there and began thinking about other ways to get better flap performance.
