Cub Crafters has a similar product. I put one in my O-340. It helped some with those issues but it’s nothing like fuel injection.
 
One of my O-320's had that cone. It fell out when we tore it down for overhaul. I think it was put back in later. The talk said leave it out for better flow, but I see from the SB why not to. We did flow the intake riser to induction tube junctions some with a Dremel. There was rough casting in that area...just made it smoother and same shape/diameter.
