I sure don't understand how Piper got the PA 18 float certified without some sort of improvement of yaw stability, but stranger things have happened, I reckon.
Wip got it done on their floats by those rudder centering devices on the water rudders.
Aviat did the Baumann float certification themselves, and got that done without a fin (while every other float cert on the Husky requires a fin) by limiting rudder travel by two degrees.
More than one way to skin that cat, I reckon.
