First define "flight". Be interesting to see what you come up with as FAA does nor define it in 14 CFR 1.1. An intenet search for "define flight" comes up with varied and conflicting definitions.
A jumper without a wing suit is thought, at least within the skydiving community, to be "flying". A wing suit provides a far better glide ratio.
It's hard to tell from the point of view, but in some vids I've seen it at least appears that they can zoom climb to some extent? The degree of lateral control they exhibit seems to be as good as anything we can do when flying near something, good pitch control too.
There's a video showing a group of wingsuits tracing a small canyon and disappearing below the lip just as they enter a larger canyon. They all zoom up well above the horizon before pulling. Looked like a demonstration to answer our question. So glad my age excuses me from wingsuits. I may have to try Speedriding though.

BASE jumping is the purest form of human flight. If driving a plane is flying, driving a boat is swimming.
In the video that shows wingsuit flyers in formation with Draco - which of them is flying? Wingsuits, Draco, neither, or both?

I always wondered why those guys bother to wear helmets. Now I realize it’s a place to mount the camera.![]()
yes you can gain altitude in a wingsuit, it’s essentially a flare so it’s limited and based on airspeed. We wear helmets for a couple reasons: bump protection (they make impact rated helmets now), eye protection, they are quieter, mounting cameras, internal coms (same as the ones for motorcycle helmets), tracking devices for tracking your route and decent rate etc.
