P STOL flaps

When installing and setting up P-STOL flaps is the maximum deflection, in degrees, supposed to be in the hanger or in flight? If in flight I guess they could be pushed back, in the hanger, to simulate air pressure and then readjusted? They must loose some deflection with air pressure on them in flight for sure?
 
They blow back some on Backcountry wings with 9’ flaps. Most of that was when BCSC was using a really long bell crank and most of us have modified that. We were trying for 70° deflection, too, but have settled on 55°. STCd versions don’t blow back from what I can see.
