“Bungee control cable” question

So in some trim positions, my bungee control cable goes totally slack at one end of the elevator play and bows out to hit the fabric. There’s a keeper that keeps it on the pulley. When you move the elevator to the other extreme, this cable seems to put enough tension on the yoke assembly to take up the little bit of play that’s in the jack screw.

what is this cable for? Is this wrong? And should/how would I go about making it right?
