Rudder hinges

My 2+2 plans call for hinges for the rudder to be made with tubes and bushings. My question is that since 3/8 tubes for bushings will not slip inside of 1/2 .065 tubes, are the 1/2 tubes reamed out to accept the 3/8 bushings or are the bushings OD reduced? What are the lolerances supposed to be? Are the bushings always steel?

Ream the ID of your hinge fitting, shouldn't take much. The brass bushings then just push in.
