Landing on Army Corp of Engineers property

There's an abandoned strip on Army Corp property which I'd like to land on. Any one have experience with this? According to https://www.mvr.usace.army.mil/Portals/48/docs/Recreation/ODS/Regulations/RulesandRegulations.pdf I would need permission from the district Commander. Has anyone ever gone through with this? Is there any chance in hell they'd allow it?

327.23 - Recreational use Fees.... Request a special use permit from the district commander and offer to pay for a special use permit. They won't know how to execute that and you may find that they will just tell you to use the property at your own risk.

Why not just ask the Corps?? Every district is probably different in any case, so what others experience may or may not reflect local policy.
