First off, 8900 items are intended for fsdo personnel, not real people. So, not sure why your fsdo guy even gave it to you. After a read through, it basically calls out specific test requirements for ADS-B/GPS equipment that do not conform to the TSO's called out in Part 91. As far as it pertains to us as operators and installers, as long as the ADS-B unit and it's GPS (WAAS) being installed, are non experiimental, certified primary, and meet the current TSO specs, you can ignore this bulletin.
