Elevator cable tension?

We found some fraying on my elevator cable and decided to replace it... (much easier with metal belly...) Is there a Piper specified cable tension we should use? I don't have the "erection" manual yet, is this info available in that manual?

As always, thanks for the help!
 
Piper Service Bulletin 966 was how to remove and reinstall the tail feathers when Piper had some rust issues on the Vero Beach Super Cubs and give the tensions. Also has good instructions and hardware callouts.

That tension callout on pg 8 isn't clear to me. "62 lb, +- 2 lb". How is one supposed to measure that?
 
We used a cable tension gauge and got it right to 62lbs... Seemed tight to me... But we did what the book said.

Seems excessive to me as well. Piper put these other tensions on the latest Inspection Report (December 1988 ) that I have found. Ailerons at 40 lbs would be horrible.
