would there be any advantage to making flaps like these instead of slotted ones?

Lot of drag. Only place I have seen them was on WWII dive bombers where they were used to hold speed to a practical number while in a near vertical dive.
 
There's nothing bad about drag airplanes. Lowers the nose to maintain airspeed. Better than a floater with nothing but lift if short landings required. How much does a perforated flap help lift? Did the divers use them on takeoff? If so there's an answer.

On the SBD/A24 the 'flaps' were split in half, lengthwise. When used as dive brakes, the top half moved up and the bottom half moved down. The cross section would look like a vee shape at the trailing edge of the wing. When used as flaps, the halves stayed together and traveled down or trailed as the flap control was set. Also, when closed and used as flaps, the holes are mismatched so they are covered.
