Throttle link - just cotter pins?

In looking at the complete fuselage assembly drawing (#13388), it appears that the throttle link (#41551) is held to the throttle arms by two cotter pins each (Section V of the drawing). Is that correct? I'm just starting to understand the fasteners and it seems strange to have the cotter pins against the moving parts.

Piper just used the cotter pins on some and thin washers on others that I have disassembled that had never been rebuilt. Not much room.
