Elevator springs/bungees ??

because a light original empty cub is nose heavy..... but a heaver cub(not nose heavy) does better without it....
 
Search this site, lots of discussion but it was to correct pitch osolations during a phase of flight testing. Your J3 has elevator bungee springs?
 
I seem to recall the J3 only had bungee springs with certain floats? Of coarse I doubt if anyone would remove them when floats were taken off?

I remember we had a trim issue on the J5A-75 and I installed the upper bungee kit from Univair, wasn't fun to install but cured the problem. Final Piper designs like the PA22(maybe some PA18's?) had bungee springs both top and bottom.

Some 1950 PA-18’s had them. Piper came out with a service letter mid 1950 or so to remove the bottom one.
