Need help in Piper identification

Gang,
My Dad entered military service in 1952 (prior to that, he was working as a flight instructor). He passed away last week and I am digging through many old photos. Below is the earliest airplane picture from his military era.
My first guess was it was a PA-11, but then caught myself wondering if it was not a PA-18-95? Or maybe it is neither, since it is a military aircraft. Your thoughts?

By the small numbers on the rudder and on top of the wing it looks like a tango cub (PA-18-105 special)

Looks like an 18, rounded rudder and can't see any cabanes by door frame.

I agree, 243 of them were specially made for the Army, Air Force and the CAP in 1952, they had toe brakes, no flaps and modified seats to accomadate parachutes.
