An easy solution is to bypass the heat shroud and run fresh air to your heater outlet. Run CAT from there under the seat to the back. If you want to be fancy, add a shop vac attachment to the end of the CAT.
I do the same addition for backseat heat in the winter.

If you mix the baby powder with rubbing alcohol, it can be applied has a spray from a squirt bottle. It will dry relatively quickly and adhere to surface.
