Sounds very similar to a problem we just solved on an o200 by backing out the idle mixture screw a bit for a bit more rpm rise.
Doesn't make much sense but maybe give it a try.

I finally got around to dealing with this loose fabric aft of the fuel tanks. I checked the glued edges in the tank bay for security then very carefully used a heat gun and sort of worked the fabric...

Small sprocket is 2.5 inches. Large is 7.0 inches. Not sure about the ratio.
