In my experience a clogged drain is a sign of fuel tank damage or deteriorating. If you are sure the fuel is clean then, the debris is from the tank.

Don’t rule out an air induction issue (obstructions or leaks). Happens a lot.
Fatal example: Mechanics changed the fuel injection system completely out but, it was a delaminated induction hose.

Any deformation (or buildups) I would chuck it.
I personally know several pilots that have ditched aircraft like the RV8, Cessnas, Piper twins etc. and were able to deal with it without a chute.
