Sure, you could technically set the stab trim at any position, including the up/down limits of travel and theoretically accomplish the same thing....

You don’t need to cut the stick down. You need to adjust the elevator turnbuckles so when the stick is just about to touch the panel, you get 15...

Or just put a slight bend in the hinge rod before you insert it. The slight bend/kink ads enough friction to keep them from backing out.
