Floor boards when?

Just continuing to trial assemble and see what all I’m going to need. I put the sticks in and rigged the elevator and moved on to the rudder. Thought I’d throw the floor boards in to inventory my bolt needs. Can’t seem to make them fit. Do the floor boards go in before the control torque tube? It appears that way to me.
