Attach fittings

There are some gaps between the square wing attach fittings and the round tube. What is the accepted way of welding these fittings to the tubes? Do you heat form the fittings to the tubes? Do you fill in the gaps with metal and weld? Do you weld the places that touch and leave the gaps open?

to avoid lots of movement when cooling after welding, weld some bumps that almost touch.... then after they cool, finish tacking them onto fitting.... then go back after they cool again and finish weld the gaps...
 
Are you suggesting to build up the tubes with weld filler rod to almost touch and then tack weld several places before finish welding the fitting to the build up metal?
 
Yes that is what Mike is saying. If you try to heat and reform the brackets there is a better than even chance that you will end up moving the hole locations slightly.
