Tailwheel bolt torque?

Could somebody please give me the correct torque for my tailwheel bolt? The bolt is a 7/16" diameter, and its being used to connect a Scott 3200 to a tailwheel spring. I'd appreciate someone letting me know this.

AN 7 -21, but I've seen specs for a longer one. That part no. is out of an older 18 Manual. I have a spacer which requires longer bolt. But if its a set per the parts manual the 21 is the length stated. That is a drilled bolt.
 
Maybe...

Maybe I wasn't clear... I need the TORQUE value for tightening this bolt, not the size. Can anybody help?

Piper specified to torque this bolt to "standard specified torque" which is 37.5 to 41.67 foot-pounds for a 7/16 - 20 tpi bolt and tension nut (oil free, cad plated).
