Considering it's 5000 lb gross weight and only 340 hp, those performance numbers are suspect at best.

One of the big things I see is the 1200# load capability. With 6 seats of Pax and bags there is no weight allowance to carry even an hours worth of fuel.

Do a search for 'fleet shadower' from the British navy. They operated at least a couple of different models to fill the role of slow, loitering flight to watch naval units. They used the same four, small engine, set up to accomplish this.
