Treating rust on the inside of tubing?

I have rust on some of the inside tubing of my project. It appears only on the surface of the interior tubes. About 6 or so swipes with an emery cloth and it's removed, with nice shinny metal remaining, no pitting. Has anyone treated the inside of the tubing with Ospho or other rust treatment products? I will be treating it with Linseed Oil too. Thanks

Corrosion X is great for use after welding but I would not use it before the tubes are closed out and welding is to be done.
