So what is the Canadian policy towards "external loads"?
So could someone do all the paper work and testing and get a STC for external loads on PA18s?

The FAA's policy change doesn't just effect the external load permit. Again if i was understanding things correctly it effects any FAA internal Memo from DC that was used as a basis for an approval. I have received no explanation for the change in this policy. If i had to guess i would have to say it was a bureaucratic decision based off of a perceived FAA liability by a new FAA director that has never work in the aviation industry or doesn't know any thing about how the aviation industry works.
Our government has no fear of liability. The government cannot be sued without its permission, and government employees are protected as well.
I believe the reasoning behind this is exactly the same as the reasoning behind the FAA's BMI policy. Both are based on the need of the current government to change our behavior, to protect us from ourselves if you will, one of the major tenets of the Democratic party. We see this taking place in every aspect of our lives, such as attempting to control the size of soda drinks we are allowed to consume. President Obama has directed every branch and office of government to create "Behavioral Insights Team" also referred to as "Nudge Teams".

You Alaska pilots need to contact your representatives and cry foul loudly. You also need to contact AOPA and the EAA and let them know how you feel.
We did this with the BMI policy and got it temporarily withdrawn. We have to fight, fight hard, fight aggressively, and never quit fighting - for every win they get takes us closer to a complete loss of our freedom. And not just our flying freedom.
I agree. Everyone needs to stop being a sheep. Be a wolf and get the rest of the sheep to wake up.

MTV points out that new-installation game tracking antennas are all but prohibited now and I'd add to that temporary ELT tracking antennas as well.
I asked the question about external loads on Experimentals a year ago (January 2013) and got this response:
What you are talking about is not considered external load. FAR Part 133 covers Rotorcraft External Load Operations, but there is nothing in Part 91 that prohibits you from securing snowshoes or any other cargo to the wing struts of your experimental, Part 43 does not apply to experimental aircraft, so if there is nothing in the aircraft's operating limitations prohibiting you from doing it. There is no reason why you can't. Although I am sure I don't need to tell you but if I didn't I wouldn't be doing my job. If you decide to do this please follow
1) stay within the weight and balance limitations of the aircraft
2) secure the cargo in such a manner that it will not come off in flight and if it should come off in flight that it will not hit and damage the aircraft when it does.
3) Keep in mind the aerodynamics of the aircraft and don't position the cargo so that it will disrupt airflow over the wings, tail feathers or flight controls.
4) If you install any permanent type of rack or tie downs, please make a log book entry to document the installation.
