ECI calls for 65-75% power for the first 50 hrs after initial break in on my new steel cylinders (O-320 PA-12).
Does 65-75% power equate to 65-75% RPM? I'm not thinking so.
Any guidance would be appreciated.

It should be around 2450.
With a Borer prop shoot for 2500 rpm.
When a prang seems inevitable, endeavor to strike the softest, cheapest object in the vicinity, as slowly and gently as possible.— advice given to RAF pilots during W.W.II.
It also depends (significantly) on density altitude. At more than 5000 ft density altitude, these little engines can't make more than about 75 % power.
Just run it hard and change power settings frequently. Breakin is not that high a science, as long as you follow some basic tenets.

You can't get 75% power with a bore prop unless you climb all the time you can't pull enough manifold pressure put a 74/56 cruise prop for the 150 HP running full throttle it just red lines you get more cooling from ram air do to the speed and fuel i do this for the first hour then never fly below 2500RPM and alternate settings every few min for the next 25 hrs and only landings and takeoffs as needed no touch and go's the 160 HP will go over red line a 58 or 60 pitch work the better

Many years ago when I knew even less than I do today, the ole-timey engine man in our neighborhood always said, "tow it to the runway. Start the engine and take off. Then RUN it". I thought one of our neighbors was going to shoot me (he had been in jail) because I made him do the oil pump AD on a 320 that had "only" 2800 hours since major by our "run it" guy.
