That is the homeless guy who stands on the esplanade on Hwy 3 over by Ellington Field holding a little cardboard sign trying to bum money from people who stop at the red light. I have seen him there several times, and also over off of Nasa Road 1 occasionally. He also has a BigFoot costume he wears sometimes.
