Metal Ailerons do not seem to be a effective as fabric and the thinking is it is due to the non flat surface of the the skins. Flaps should work about the same IMO since they are more of a air dam.

Yes the fuselage on a 18-95 has all the cable fittings in place for flaps. You will need flaps,bell cranks, cables and pulleys and a flap handle. You also have to cut the fabric behind the tank...
