Reminds me of the software guys in my company when asked “When will you be done? Answer: “Any day now….”
The other one I loved was when I asked “When you’re done, how long will it take before you’re finished? They usually would answer, with a straight face: “Two weeks, maybe.”

I would really be surprised if they could get it out in 2025. They need to adjudicate all the comments, rewrite the proposed rule, pass it through lega, rewrite it again based on what legal says and then finally issue the rule. The average for even a simple rule change is 3 or 4 years. more complex rule changes are more on the order of 5 years.
