Take out the dipstick then fit a short length of plastic pipe to the breather tube. Blow through the plastic pipe, there should be no resistance. Partially blocked breathers cause all sorts of problems. I have seen them blocked in the middle but it is impossible to spot visually.

I find it amazing that anyone rents seaplanes. Here in OZ, I doubt there is a seaplane in the country that is available for rent. You fly em for a job or you don't fly them at all in Oz, unless of course you own your own.
