Building fin question

Im working on building the fin off of plan #40592 It has a note#1 that you are to refur to DWG 21346 I cant seem to locate that one on Northland and Christians Strums site if someone could help me with that. And there seems to be alot of slop between the fin post and the tail post. I have the tubes called out for them 3/4 .035 fin post and 7/8 x.049 tail post. It looks like about .015 to .020 slop. Is this to be like that?

by the time both get primed that will be fine.... a small bolt & the tail wires hold it in place in reality....

#21346 is a J-3 fuselage structure drawing - won't find it in either. Basically, it tell you to set up the distance between the front post and rear post of the fin so they fit in the tailpost and "U" fitting on the rear of the jack-screw tower.
