I have given members the ability to lock and move threads they have created, does that seem reasonable?

He....... I mean gosh darn no
and if I could get this dad gummed thing to quit going back to seven eveery time I click 4 for size I wouldn't still be shouting. but I would lock the thread to drive someone else nuts ( if I knew how to do that)
so I already posted this threadonced , then vote it as a terrible thread, then it doesn't show up for anyone to read, I give !!!

locked threads... Hmmmmmm
So, ah, do you use something like MEK to un-lock threads... round these parts we just use gasoline.

Why would you want to lock threads in the first place?
I can see moving them, but new information/inquiries do spring up from time to time.

Heat it with a butane torch. Helps on other kind of treads.
