Need copy of Piper Wing Rib Splice Service Bulletin

Does anyone have a copy of the Piper Wing Rib Splice Service Bulletin? I can't remember the number or find my old copy. It allows the use of 4 rivets in place of the 8 rivet splice shown in 43-13.
