Canucks reject the 406 regulation

From the June COPA newspaper: "The Transport Minister's office has informed COPA that the proposed regulation that would effectively mandate 406 MHz ELTs has not been accepted." (This is what COPA has been pushing for for a long time, so is kinda good news.)

BUT: The dumbasses are still NOT monitoring the ol' 121.5 freq, except for overflying planes, and "a small # of Nav Canada facilities". How can anyone be so stupid to cancel one plan before the new one is in place?
Oh yeah... politicians.
