front to rear brake/rudder pedal connections

This may be a silly question...
But in most of the picts I've been viewing lately, the front and rear brake pedals are connected by a push rod while the front and rear rudder pedals are cable (or even chain in some older picts). Is there a reason for this?
The only thing I can come up with is that you dont get the ease of movement with the push rod that is needed for the rudder pedals???

The reason it is that way is because when you are sitting in the back seat you are actually pushing on the brake itself, thus the rod connection to the front brake peddle to actuate the brake.

Plus, it was probably cheaper to build the push rod when the cubs were originally built. Building the cables takes more time.
