cracks on elevator and rudder horns

On a 1964 Super Cub we have found cracks on 4 out of 6 of the elevator and rudder horns (action levers), starting from the end of the 90 degree bent of the steel sheet, ending on one of the 3/8 dia holes. We cant find any approved repair method for that. Since the parts, except the horns, are good, it seems not to be a good idea to change both elevators and rudder.
Our idea is to laser-cut and bend new horns and weld it on.
Does anybody have experience with such damages?

good idea on replacing the horns. I've done this on a couple of elevators in the past. replacing them will be a lot better and cleaner fix then patching them.
